The famous leaker lets it be known that in summer 2022 the game would have undergone its fourth reboot with the change of the development team and the game director, with the latter who would have changed many aspects of the production, including the setting.
Oops Leaks is about a highly disorganized work structure with a very frequent turnover and a leadership unable to take the reins of the studio and the project. Development on a BioShock reboot would have started before 2017 and would have gone through four different phases with at least two or three different studios working over time.
